What is a property condition report?

A property condition report is a detailed record of the state of buildings and surroundings, facade by facade and room by room. Cracks, stains, subsidence and wear are described and photographed or filmed.

Is it drawn up by an independent expert, before the works start and after they end? Then everyone can see at once whether damage already existed. Such a report holds up in a dispute or an insurance file.
