What is a property condition report?
A property condition report is a detailed record of the state of a property, room by room. Cracks, stains, damage and wear are described and photographed.
Is it drawn up by an independent expert, with both parties present? Then it is a joint report (tegensprekelijk): both sides see it and sign it. Such a report holds up if a dispute arises later.
Why independent?
A neutral expert takes no sides. That makes the report credible for tenant, landlord, neighbours and insurers.

When do you need a property condition report?
The most common situations:
- Start of a lease (move-in). Mandatory in Flanders when renting a home. Tenant and landlord share the costs.
- End of a lease (move-out). We compare with the move-in report and describe what has changed. This helps when releasing the rental deposit.
- Before building or demolition works next to your property, so any damage is clear afterwards.
- After the works, to compare with the situation beforehand.
Without a report at the start, the tenant is presumed to have received the property in the same state as when they leave. (to be confirmed)
Condition report before works.
Are you digging, building or demolishing next to existing homes or on public land? Then first record the state of the surroundings. If a crack or subsidence appears later, everyone can see right away whether it was already there.

Yes. In Flanders, a detailed, jointly drawn-up condition report is required at the start of a residential lease. (to be confirmed)
For rentals, tenant and landlord usually split the costs. For works, the client or contractor usually pays.
That depends on the type of property and the moment. For a move-in report you pay, for example, € 180 for a student room, € 320 for a 2-bedroom apartment and € 380 for a terraced house (incl. VAT). A move-out report is cheaper. Garages, a furnished property and a rush visit are supplements. For a lease the cost is split equally by default. Villas, commercial buildings and building sites are quoted on request. You see your exact price in the price bar at the top.
That is best. Can someone not come? Then they can be represented. That way the report stays a joint report.
For an apartment or terraced house, allow 1 to 2 hours. A large home or a building site takes longer.
